The likelihood of large-scale use of weapons of mass destruction has been reduced over the past 15-20 years and the threat picture has in many respects changed character and become more diffuse.

Today, CBRN warfare weapons are more likely to be used in minor conflicts and by terrorists and criminals. Furthermore, international assignments have highlighted the risks posed by excluded industries and infrastructures in the form of toxic emissions and environmental damage. All in all, this has led to a changed view of the threat picture in Sweden as well as in our world at the same time as Sweden's ambitions to participate in international efforts have increased.

The Swedish Armed Forces had been commissioned by the Swedish Government to increase the capability for protection against interference with CBRN weapons to reduce its effects in the event of an armed attack. This also applied to associations that were part of different types of international missions and in support of civil society at ROTA events (Releases Other Than Attack) e.g. kemolyckor. The indication (reconnaissance) vehicle was intended to be used as a qualified and protected indication/reconnaissance resource included primarily in NBC Company 04.

The computer- and network based CBRNe Management- and Monitoring System for the CBRN Reconnaissance Vehicle (CBRN-I-MMS) is responsible for presenta­tion, analysis and reporting of data from the various sensors connected to the network in the vehicle. The CBRNe Management- and Monitoring System (CBRN-I-MMS) also provide the crew with the capability to conduct realistic training against simulated CBRNe Agents (threats).

The probability of a large-scale use of weapons of mass destruction had been assessed as declining in the world but at the same time the risk increased for the use of CBRNe weapons on a lesser scale, especially post the terror attack in New York, USA on the 11th of September, 2001. For Sweden, it is primarily terrorism and environmental disasters that can constitute an CBRNe threat. To meet this new threat, the Swedish government has designated protection against CBRNe warfare agents as one area of technology within which Sweden should gain strategic competence. Establishment of CBRNe Company 04 is a step towards increasing operative capability within the area.

One of the tasks the Swedish Armed Forces have set for the CBRNe Company is to be able to secure roads while underway. To accomplish this task the Swedish Armed Forces gave the Defence Materiel Administration (FMV) the mission to develop the CBRNe Reconnaissance Vehicle (CBRN-I). During 2003 FMV delivered two demonstrators and during 2006 two CBRNe Reconnaissance Vehicles with increased capabilities, primarily within B-sampling and detection in addition to several sensor upgrades. The CBRNe Reconnaissance Vehicle (CBRN-I) uses the Patria XA-203S as the vehicular platform and is equipped with fully functional CBRNe Reconnaissance Systems, supported by a CBRNe Management- and Monitoring System (CBRN-I-MMS).

The carrier / vehicle itself consists of an armored vehicle Patria XA-203S (patgb 203). To obtain a CBRNe Reconnaissance vehicle, equipment was provided in the form of a CBRNe-Module consisting of interior (chairs, tables, PC-based operator workplaces, networking infrastructure etc.) as well as external and internal sensors and instruments.

The CBRNe Management- and Monitoring System (CBRN-I-MMS) consists largely of two (2) computerized operator workplaces, one (1) printer, one (1) local network architecture according to Ethernet standard (10Base-TX, IEEE 802.3 10/100 Mbps) and required CBRNe-Sensors and instruments.

To monitor indicated values, incl. vehicle position and DART message management, a CBRNe Management- and Monitoring System (CBRN-I-MMS) software had to be developed, installed and integrated into the operator’s workplaces.

We delivered Systems LifeCycle Management (SLCM) Services support to the Swedish Defence Materiel Administration (FMV) and the Swedish Armed Forces (FM) in a multitude of areas (Management-, legal-, commercial-, technical- and administration services).

We developed a full set of procurement documentation and delivered Systems LifeCycle Management (SLCM) Services during the full project LifeCycle.

A computer based monitoring system is responsible for presenta­tion, analysis and reporting of data from the various sensors. The system provides the crew with the capability to conduct realistic training against simulated threats.

The monitoring system can be divided into five (5) main modules (See image below) that communicate with each other through Interface A, Interface B and Interface C:

The monitoring system is able to provide the CBRNe monitoring software in the laptops PC1 and PC2 with e.g. the following features:

The Ethernet LAN (2) Infrastructure entails in large an integration of an Ethernet LAN (shielded private network) with one (1) in the network connected “Twisted Pair Ethernet” Ethernet-HUB or Ethernet SWITCH with up to eight (8) pcs. of 10Base-TX (IEEE 802.3 10/100 Mbps) connectors and so-called “Serial port servers”, which individually support the connection of devices with serial ports of different standards (RS-232 and RS-485).

The serial ports are able to be addressed from the laptops via standardized programming interfaces to the hardware (API) that allow “Serial Communication according to the Standard Windows API Interface”. For control of instruments / sensors, Digital I/O units were integrated and connected to the “Serial port servers”.

The logic for Infrastructure Ethernet LAN (2) consists of seven (7) components:
1. One (1) Ethernet-HUB or Ethernet switch,
2. Two (2) Serial Port Server RS-232,
3. Two (2) Serial Port Server RS-485,
4. Two (2) Digital I/O units connected to serial ports on the serial port server RS-485 (These digital I/O units have more than one outgoing digital connection).

These components were integrated and mounted in specially designed mountable / removable, shielded boxes with protection against EMC radiation and protection against EMP / Thunder, according to required operational environments.

We delivered full procurement documentation (System specification, technical requirement specification, system safety requirements and statement of work), Project plans incl. WBS documentation and governing documents, presentations, project calculations etc.

In addition, we also designed the network- and communications infrastructure for the CBRNe Management- and Monitoring System integrated in the vehicle carrier system.

Our personnel designed and developed the CBRNe Management- and Monitoring System (CBRN-I-MMS) network infrastructure, used by the CBRNe Management- and Monitoring System (CBRN-I-MMS) software to communicate with the instruments / sensors, including communication with external radio systems. The CBRNe Management- and Monitoring System (CBRN-I-MMS) subproject is the vital part of the CBRNe Reconnaissance Vehicle (CBRN-I) project.

The CBRNe Reconnaissance Vehicle (CBRN-I) was developed by the Swedish Defence Materiel Administration (FMV) supported by the Swedish National CBRNe Defence Center of the Swedish Armed Forces (FM SkyddC) and the Swedish Defence Research Agency (FOI). BAE Systems Bofors AB was the prime contractor for the CBRNe equipment and the integration of the CBRNe Management- and Monitoring System (CBRN-I-MMS) into the vehicle platform.
