Multinational All-Terrain Vehicle (MATV)

The Swedish Armed Forces (FM) has been assigned by the Swedish Government and the Swedish Ministry of Defence to investigate procurement of a new modern tracked armoured all-terrain vehicle (ATV) system — "Multinational All-Terrain Vehicle" (MATV) with “state-of-the-art” capabilities, whereby a new and broader cooperation with other nations should be taken into consideration.

The "Multinational All-Terrain Vehicle" (MATV) is a joint multinational procurement project that has been announced on the Swedish Defence Material Administration (FMV) website to be a collaboration between multiple nations with aligned requirements on the vehicle system and the total system provisioning including statement of work.

According to the press release available on the Swedish Defence Material Administration (FMV) website; Sweden (SWE), the Netherlands (NLD), the UK (GBR) and Germany (DEU), have already signed a “Statement of Intent” (SOI), declaring their intention to perform a joint procurement of the "Multinational All-Terrain Vehicle" (MATV). As this procurement most probably will be serving as a complement and replacement of the older vehicle fleets used by the nations in concern, we can expect that the group will be aiming to procure the "Multinational All-Terrain Vehicle" (MATV) in a number of nation-specific configurations and variants, where a vehicle system fleet compatibility overlap is to be expected, nationally and internationally, between participating nations.

There are several reasons for engaging multiple nations in a broader procurement of a vehicle system, whereas the main aim obviously is to secure opportunities for cost savings when procuring national as well as international support systems, based upon larger volumes requested. Synergy effects are also expected for international use of support systems, ”In-Theatre” between nations, during missions and training for the vehicle system (ILS, RD, Documentation, Training, etc.). 2. The second part can be to maintain capability i.e. ensure that accessibility to armoured tracked vehicle (ATV) systems can be maintained for the Swedish Armed Forces (FM).
3. The third part could be to develop and to study the capabilities of tracked armoured all-terrain vehicle (ATV) systems by acquiring the "Multinational All-Terrain Vehicle" (MATV).
4. The fourth part would then be to create the basis for good decision making during evaluation of the "Multinational All-Terrain Vehicle" (MATV) capabilities and the procurement project itself, to implement the right requirements definitions. This means that an operational evaluation / study of tracked armoured all-terrain vehicle (ATV) systems could be made regarding, among other things, the ability to solve tasks with support from tracked armoured all-terrain vehicle (ATV) capabilities, analyze maintenance solutions and analyze synergies regarding use of the "Multinational All-Terrain Vehicle" (MATV), so that long-term safe management of the vehicle system can be ensured, both nationally and international incl. training for proper use of the system.

The vehicle capability concept and the strategy for the acquisition of a tracked armoured all-terrain vehicle (ATV) system ("Multinational All-Terrain Vehicle" (MATV)) is preferably built up from previous experience of operating and maintaining procurements of similar vehicle systems (Bv410; Swedish version of the BvS10 system) and the need to evolve system acquisition towards modular, sustainable, and flexible solutions.

This means that the Swedish Defence Material Administration (FMV) had developed a concept for a tracked armoured all-terrain vehicle (ATV) system that allowed for the maximum of flexibility for the industry to develop a basic vehicle platform that by use of innovative design would provide for a series of role changes through the use of specific role change kits. The basic vehicle platform concept still assume a common front car for all variants, and multiple basic configurations for the rear car, a cab and a flat bed, these two can be neatly divided into the envisaged roles. The role change kits will affect the front car, the rear car or both.

We find the obvious that the "Multinational All-Terrain Vehicle" (MATV) has to be a combination of products and services that shall enable the participating nations to organize and equip modern and capable mechanised infantry units, supported by a transport capability in rough terrain outside the normal road network.

In the long-term we can also see possible opportunities of implementing Systems LifeCycle Management (SLCM) Services solutions, connecting systems in the vehicles using “embedded control points” — Engaging with users beyond the point of sale opens up new opportunities for vehicle manufacturers to provide value, and this value can be monetized into new revenue streams. Moreover, existing parts and services operations can be shifted from being cost centers to become profit centers by leveraging Systems LifeCycle Management (SLCM) Services, maximizing system efficiency.

The military units equipped with the "Multinational All-Terrain Vehicle" (MATV) will to a significant extent, be able to contribute to the capabilities of the land based units within each nation. The wide range of mission types for these type of units will include missions in all kinds of operational environments, with varying climate properties. They must be able to contribute to prevention of as well as management of crises, as well as taking part in peace operations on a global basis. To meet end user requirements in Mountain Infantry, Special Operation Forces (SOF), Amfibious Forces (AF) and Combat Support / Combat Service Support (CS / CSS), high mobility is required by using a tracked vehicle system supporting special capabilities, i.e. possibility of survival, use of command and control systems (C2), retained mobility, robustness and endurance can only withstand the increased efficiency of enemy reconnaissance systems and weapon systems if they can rely on (protected) command and transport vehicles. The vehicle system "Multinational All-Terrain Vehicle" (MATV) should be able to quickly group / regroup and be deployed within a short time regardless of distance to the field of operation.

At present, the light armoured all-terrain vehicle (ATV) system capability is provided with the ability of Mountain Infantry, SOF, AF and CS / CSS dressings mainly through Armoured Tracked Vehicle (ATV) Systems manufactured by BAE Systems Hägglunds AB, in Örnsköldsvik, Sweden.

Light tracked armoured all-terrain vehicle (ATV) systems are currently used to transport personnel and equipment within Mountain Infantry, SOF, AF and offer very good accessibility in snow-covered, sandy or woody terrain. The vehicles are available in a number of variants and are used for eg. passenger transport, management or by providing a capacity platform, e.g. for medical team and mobile emergency medical team.

Protection, tactical mobility, interoperability (when used as a communication and C2 resource), robustness and endurance of the current tracked armoured all-terrain vehicle (ATV) systems are not adequately adapted to the missions performed. In addition, for some nations, there is a possible equipment gap in terms of quantity and inability to support marine associations due to aging and aging problems, i.e. spare-parts availability (repair and exchange) and cost of maintenance. The purpose of procuring the "Multinational All-Terrain Vehicle" (MATV), is therefore also to improve C2 capacity, robustness, endurance, mobility and survival for the user, both in terms of quantity and quality.

The "Multinational All-Terrain Vehicle" (MATV) will have to match or exceed the demand and expected capacity of comparable current light tracked armoured all-terrain vehicle (ATV) systems, in all nations under introduction and use in both training activities and operations, nationally and internationally.

Training and Training Equipment

Training is an important element for the Swedish Armed Forces (FM) and in principle this very often follows the basis of “Train the Trainer” with respect to the planned requirements for the contractor. The Swedish Armed Forces (FM) Training Schools could then be responsible for training the operators and maintenance personnel of the "Multinational All-Terrain Vehicle" (MATV). Despite this the Supplier may be required to provide initial familiarization training and some initial training of operator crews and maintainers.

Potential suppliers should be expected to demonstrate that they have a training capability along with the necessary training aids and equipment. It is anticipated that there may also be a requirement for continuation training as part of a Contractor Logistics Support (CLS) option to cover major changes to the "Multinational All-Terrain Vehicle" (MATV) through the systems total LifeCycle. Training should be conducted using the Operator and Maintenance Manuals to be delivered with the Swedish Armed Forces (FM), and therefore be possible to use as support for the validation and verification of those manuals.

Supply Support

Supply support relates to the necessary spares required to support the maintenance activities at Levels 1-3 and the supply chain which maintains the level of availability of spares relative to the operational scenario or deployment. In principle this would include an Initial Provisioning (IP) package of spare parts to support the first deliveries of the "Multinational All-Terrain Vehicle" (MATV) variants and then followed by subsequent IP packages to support the phased deliveries over time. The Supplier should also be required to conduct a ranging and scaling analysis to determine the quantity and range of spares required at each level of maintenance against given operational and usage profile scenarios. This work will inevitably result in the delivery of a recommended spare parts list.

The Supplier might be required to commit to ensuring availability of spares for procurement by the Swedish Armed Forces (FM) for the total LifeCycle of the "Multinational All-Terrain Vehicle" (MATV).

Follow-on purchases of spares beyond the IP packages are normally ordered by the Swedish Armed Forces (FM) in the form of re-supply based on their existing procedures and in conjunction with arrangements established with the Supplier. The ability of the Supplier to ramp-up spares production and delivery for short notice deployments along with the ability to deliver spares directly to the Swedish Armed Forces (FM) when required and within short timeframes would form an important aspect of agreements established.

Support and Test Equipment

The results of a LSA programme identified all the necessary S&TE needed to conduct the maintenance tasks at levels 1-3 of the Swedish Armed Forces (FM). S&TE would where possible be selected from the lists of existing S&TE within the Swedish Armed Forces (FM) inventory. New S&TE along with Special To-type Test Equipment have to be kept to a minimum and would need to be justified by the Supplier where such items are proposed.

Technical Publications

The Swedish Armed Forces (FM) normally requires Operator Manuals, Maintenance Manuals and Illustrated Parts Catalogues as a minimum. The Operator Manuals would preferably be in English or Swedish. This requirement will be expected due to the average educational and skill level of the personnel involved. In addition there are national requirements that will need to be fulfilled, for example the Swedish Armed Forces (FM) have a requirement for a record book for each vehicle which contains selected maintenance schedules and other documents. If the Supplier has already delivered technical documentation of this type to other military customers it may be that they could be acceptable for this acquisition subject to review and approval by the Swedish Armed Forces (FM).
