BvS10 User Group (BVS10 UG)

The independent community of interest, referred to as BvS10 User Group (BVS10 UG), has been established by the Swedish Government and is managed by the Swedish Defence Material Administration (FMV).

The BvS10 User Group Member Nations (Participants), have all introduced the BvS10 Armoured Tracked Vehicle System (BvS10 System) into their armed forces and have mutually agreed to form a fully independent community of interest, hereinafter referred to as the "BvS10 User Group".

The Participating members in the BvS10 User Group, with their common interest and intention, have reached some general understandings where information exchange is at center stage.

Some of the general understandings in this type of user groups are that the participants are:

1. having all introduced or being about to introduce similar and/or identical System into their armed forces,
2. having concurred to cooperated on the System in concern,
3. having agreed upon the User Group interests as a common basis for creating fully independent communities of Working Groups,
4. having agreed upon that subordinated Implementing Arrangements are implemented with agreed Terms and Conditions as required according to each particular joint activity,
5. recognizing the common interest of the Participants to:
5.1. to enhance, facilitate and optimize the collaboration among them concerning the System in concern,
5.2. to achieve economic and effective support to the said system,
5.3. to make joint efforts in conducting technical modifications as well as configuration management, and
5.4. to manage the supply of spare parts, maintenance, modification services and training equipment as well as further development of the System in concern, and

have agreed to establish the User Group, pertaining a long-term relationship and cooperation between all Member Nations referred to in a common written contractual arrangement named “System in concern UG Arrangement”, with the appropriate supporting annexes to provide additional information forming the cooperation within the System in concern.

All classified information exchanged or generated in connection with the ”System in concern UG Arrangement” will be used, transmitted, stored, handled and safeguarded in accordance with applicable national and international law, aligned to the NATO information classification system.

The working scope of the System in concern User Group Arrangement covers the following areas:

Exchange of information
The Participants may exchange information concerning the System in concern and related equipment and matters.

Procurement of spare parts
The Participants may investigate ways and means of providing joint procurement of spare parts for the System in concern as economically and effectively as possible. Such joint spare procurement will be governed by separate Implementing Arrangements between two or more Participants.

Maintenance
The Participants may investigate ways and means of the joint maintenance of assemblies and replaceable units (LRU, SRU) for the System in concern. Such joint maintenance of assemblies and replaceable units (LRU, SRU) will be governed by separate Implementing Arrangements between two or more Participants.

Modification
The Participants may investigate ways and means of joint modifications for the System in concern. Such joint modifications will be governed by separate Implementing Arrangements between two or more Participants.

Further development
The Participants may investigate ways and means for further development (e.g. harmonization of national requirements, studies, trials and other development efforts designed) to improve the combat effectiveness of the System in concern. For this purpose, they may keep each other informed of all projects related to the System in concern. Joint activities on further development issues will, if needed, be governed by separate Implementing Arrangements between two or more Participants.

Training and training equipment
The Participants may investigate the possibility to seek cooperation concerning training and training equipment for the System in concern. Such cooperation will be governed by separate Implementing Arrangements between two or more Participants.

Tactics and operations
The Participants may investigate the possibility to exchange open information regarding tactics and operation concerning the System in concern. If required, such information exchange will be governed by separate Implementing Arrangements between two or more Participants.

Test and evaluation
The Participants may investigate the possibility to seek cooperation concerning Test and evaluation concerning the System in concern. Such cooperation will be governed by separate Implementing Arrangements between two or more Participants

Other topics
The Participants may involve the relevant industry in support of all joint activities as stated above.

During our work as User Group Secretary, we have been providing full administrative support to the User Group (UG) Steering Committe (SC) and to the UG Chairman.

Our work can be summarised as the full administrative support to the User Group (UG) Steering Committe (SC) and to the UG Chairman, permanently provided by the chairing nation during the period of Chairmanship of the UG. The UG Secretariat has been established and permanently run by the Member Nation holding the Chairmanship of the UG. Under the authority of the UG Chairman, our primary responsibilities are:

– to provide a full set of legal documents forming the User Group Arrangement,
– to provide administrative support to the SC and to the UG,
– to prepare agendas, supporting documents, presentations, reports, reviews and papers for SC and UG meetings,
– to timely distribute invitations to SC and UG meetings,
– to write the minutes of the SC and UG meetings and timely distribute these minutes,
– to prepare an updated action lists from SC and UG meetings,
– to maintain an archive of all SC and UG related documents processed through the Secretariat,
– to continuously publish UG related documents on the secure internet portal, accessible for all Member Nations,
– to maintain an updated list of Member Nations representatives to the SC, UG and Working Groups.
