BvS10 Tracked Vehicle System update incl. ISAF/SWECON Mission Adaption (ISS-ATV-ISAF)

The international mission entered a new phase by supporting the “Local Security Forces” according to the Government Document 2010/11:35, which required a new tactical approach with increased requirements on all-terrain mobility.

The Swedish Armed Forces (FM) had limited access to protected light tracked armoured all-terrain vehicles (ATV) with high mobility and load capacity that can be used outside the normal road network, for international missions. An acquisition at the time during one (1) to three (3) years for delivery of new vehicles was not possible for use by the battalions during missions from December 2011 (FS22) until May 2013 (FS24).

The Swedish Government had therefore made the decision of procurement of Bandvagn Ny (BvNy System) (2011-02-03 Fö2010/1688MFU) for the Swedish Armed Forces (FM) (“Insatsorganisationen 2014”). The decision of the new procurement did not fulfill the urgent operating requirement for the battalions FS22 over FS23 and FS24, and therefore a temporary solution (“gap-filler”) was established for the missions in concern.

The supply of ATVs which could operate outside the normal road network would most likely reduce the insurgent’s possibilities to interfere with the Swedish Armed Forces (FM) mission. Therefore the Swedish Armed Forces (FM) decided to expand the vehicle fleet with ATVs for planned missions.

The Swedish Armed Forces (FM) land based units should, during short and long periods of time, be able to intervene and conduct coordinated operations as well as in temporary combat formations on their own and in gathered or spread units over a large combat area.

The vehicle system was during missions planned, be able to serve in environments without infrastructure (roads, paths etc.) and rough terrain in a number of climate zones, where tracked armoured all-terrain vehicle mobility is required.

The vehicle system should with a basic capability level of protection, mobility and fire power, be able to constitute as armoured personnel carriers (APC) with capabilities to transport wounded personnel.

During the full project LifeCycle we delivered Systems LifeCycle Management (SLCM) Services to support the Swedish Defence Material Administration (FMV) and the Swedish Armed Forces (FM) in a multitude of areas (Management-, legal-, commercial-, technical- and administration services).

A lot of effort was brought into requirements assessment and capability requirements definition, including quality assurance, configuration management and project management and administration. The main capability description document TTEM (“Teknisk och Taktisk Ekonomisk Målsättning”. Eng. Technical and Tactical Economic Objectives) for the new tracked vehicle capability, was developed in close cooperation with the Swedish Armed Forces (FM). The TTEM served as the main capability requirements document when defining the technical requirements documents as vital annexes to the procurement documentation.

Our personnel developed a full set of procurement documentation (Specifications of the full system, technical requirements, system safety requirements, statement of work requirements including plans for project management, verification and validation, ILS, maintenance and repair, system safety, documentation and training, “In-Theatre” service and support). We also provided full WBS documentation, governing documents, presentations, stowage plans, system design review reports, technical verification reports, bi-lateral legal agreements, minutes of meetings, import/export documents and project calculations including a commercial contract agreement proposal and a CLS agreement proposal, according to the Swedish Defence Materiel Administration (FMV) procurement guideline document “FMV HandBok KravDok”, and delivered Systems LifeCycle Management (SLCM) Services during the full project LifeCycle.

Project Description
The project was going to perform a ISAF/SWECON Mission Adaption on BvS10 Tracked Vehicle Systems rented from the Netherlands and the UK, including a fully outsourced In-Service Support solution. The international solution required implementation of Bi-Lateral- and Multi-Lateral Agreements between the involved countries, including special MoU agreements for information exchange on training and local conditions in the Mission area, in prior of deployment.

During the Swedish Armed Forces (FM) mission, the contractor was going to deliver full logistics support “In-Theatre”. All according to an agreed Contractor Logistic Support (CLS) Arrangement including Statement of Work (SoW) for In-Service Support of deployed protected light All-Terrain Armoured tracked Vehicles BvS10 for ISAF (SWECON) in the Mission Area (ISS-ATV-ISAF).

We worked closely with the industry, civil authorities and the total defence, both nationally and internationally. Upon request from the Swedish Defence Material Administration (FMV), we also acted as national representative in complex national / international business review meetings when developing defence equipment.

Our personnel delivered Systems LifeCycle Management (SLCM) Services within several disciplines, i.e. management-, technical-, commercial-, legal- and administrative areas, and were also engaged as project administrator and secretary of international meetings performed at the contractors sites, mainly in Örnsköldsvik, Sweden.

The company BAE Systems Hägglunds AB, based upon our requirement specification, developed by the Swedish Defence Material Administration (FMV) and the Swedish Armed Forces (FM), successfully designed, manufactured and delivered mission adapted vehicles to the Swedish Armed Forces (FM). The system was in use within the Swedish Armed Forces (FM) during national training in Skövde, as well as during international missions.
